In April 2023, the HCE Coalition Program Office, Leadership Team, and key Coalition partners convened in London, England to begin the co-development process for the Collaborative Action Strategy for Campaign Effectiveness (CAS). The convening resulted in a draft outline of the CAS and identified priority actions to further develop the strategy, emphasizing meaningful engagement with countries as the center of Coalition activities.
