The CAS in 2025 — Moving From Foundation to Implementation

The Health Campaign Effectiveness Coalition hosted a webinar on March 6 to share experiences from Ethiopia and Nigeria in implementing the collaborative action strategy (CAS). Presenters and panelists included leadership from Nigeria’s National Primary Healthcare Development Agency, Ethiopia’s Federal Ministry of Health, the World Health Organization. This webinar provides insights into the factors that countries can use to successfully plan for and implement the CAS.

Panelists emphasized that strong political will and alignment with national health priorities are key drivers of success. Other important factors include cross-sector collaboration, workforce capacity building, integrating CAS into the broader health system, and community and partner engagement. The panelists discussed strategies to mitigate frequently encountered challenges on the pathway to implementing the CAS. These challenges include logistical barriers, inflexible funding models, workforce shortages, and inadequate mechanisms for making timely, data-driven decisions. Panelists also addressed issues related to campaign financing, including the constraints imposed by insufficient and restricted funding, as well as the importance of improving donor coordination and mobilizing domestic resources. Several breakout sessions delved into these topics, including CAS implementation, campaign financing, advocacy and partnership opportunities, and measuring and defining success.

This session illustrated the importance of knowledge exchange among countries in supporting the successful adaptation of the CAS to local contexts.
