What We Do

The HCE Coalition’s purpose is to foster collaboration between health campaign partners at the global, regional, and country levels; facilitate learning and knowledge exchange; and advance systems and policy change. 

Since its inception in 2020, the HCE Coalition has convened multiple partners around the world to transform its vision of high-quality, high-impact health campaigns into reality. 

This work began with dozens of HCE Coalition-supported implementation research case studies, synthesis reports, technical briefs, and learning webinars – all which surfaced a number of promising practices related to campaign collaboration and integration .  

Building on this knowledge base, in 2023 we led a rigorous, consultative process that culminated in the Collaborative Action Strategy for Health Campaign Effectiveness (CAS), which will be the centerpiece of our efforts for the next several years.

The HCE Coalition envisions country-led health systems using a strategic balance of targeted health campaigns in concert with regular health services to achieve and sustain health-related development goals for all people.

Our Coalition

Diversity and collective action are at the center of the HCE Coalition. This is reflected in the rich and varied geographic, technical, sectoral and health domain expertise and representation of its Leadership Team, Program Office, workgroups and vast network of partners.

Our Story

The HCE Coalition considers its own efforts to catalyze impactful health campaigns as complementary to the many others already underway to strengthen health systems and reach Universal Health Coverage and Primary Health Care goals.

Since its inception in 2020, the HCE Coalition has taken concrete steps to transform its vision of high-quality, high-impact health campaigns into reality on the ground in countries where campaigns occur. The Coalition organized a series of learning events and commissioned a wide range of implementation research studies to identify promising practices for strengthening campaigns. Their findings surfaced dozens of opportunities and solutions to reduce fragmentation and boost overall effectiveness through better collaboration, communication and coordination.

Building on this knowledge base, in 2023 the HCE Coalition Leadership Team led a rigorous, consultative process – in collaboration with more than 50 partners – to co-develop the Collaborative Action Strategy for Health Campaign Effectiveness (CAS). Expert workgroups shaped the core recommendations of the CAS: financing, planning & implementation, and MERLA (monitoring, evaluation, research, learning and adaptation). The end result is a practical, customizable framework for countries, implementers and funders to collectively strengthen campaign effectiveness, and as a result, improve health outcomes and equity for all people.

In early 2024, Ethiopia and Nigeria became the first countries to begin coordinating Collaborative Action Strategy for Health Campaign Effectiveness (CAS) adaptation and implementation to their national contexts.
