Moving From Foundation to Implementation: Our Plans for the Collaborative Action Strategy in 2025

In this webinar, leaders from Ethiopia and Nigeria shared practical lessons from implementing the Collaborative Action Strategy (CAS). Speakers highlighted what matters most for success—strong political commitment, alignment with national priorities, cross-sector collaboration, and flexible financing—while offering concrete strategies to overcome common implementation challenges. The session reinforced how learning from country experience can help others adapt and apply the CAS more effectively in their own contexts.
2025 Annual Meeting: Virtual Gathering of the HCE Coalition to Advance 2025 Action Plan
March 18-20, 2025
In this meeting, the Coalition reflected on progress and lessons from CAS implementation in Ethiopia and Nigeria, alongside discussions on campaign financing challenges and opportunities. Ethiopia Launches First CAS-guided Integrated Campaign
May 14, 2025
On May 14, 2025 as an HCE Coalition Focus Country, the Federal Ministry of Health in Ethiopia launched its first integrated measles campaign guided by the CAS, marking an important milestone in advancing coordinated, system-wide approaches to health campaigns. The campaign brought together routine immunization, nutrition, and maternal and child health interventions—demonstrating how integration can improve efficiency, strengthen service delivery, and better meet community needs. HCE Coalition Campaign Digitalization Workgroup Members Release Digital Tool Selection Guide Book for Health Campaigns

Digital tools can strengthen health campaigns by improving data use, coordination, and decision-making. In June 2025, HCE Coalition Campaign Digitalization Workgroup members, WHO AFRO, UNICEF, and CHAI released the Digital Tool Selection Guidebook for Health Campaigns, a practical resource to help governments and partners choose the right digital tools to support effective campaign planning and implementation. Using the Campaign Intelligence Hub to Plan Integrated Campaigns

New Published Research on Integration: Lessons from the COVID-19 Pandemic
September 29, 2025
HCE Coalition members published Opportunities and barriers arising from the COVID-19 pandemic for health campaign integration across immunizations, neglected tropical diseases, insecticide-treated bed nets, and vitamin A supplementation: A qualitative key informant interview study in the journal PLOS Global Public Health. The authors make six recommendations based on their analysis: be selective, plan jointly and early, align incentives and support for frontline workers, use data to guide decisions, build local ownership and leadership, and document real-world experiences — Get the details in the full article here.

Nigeria Launches First CAS-guided Integrated Campaign
October 6, 2025
With the aim to protect around 106 million children against measles, rubella and polio, Nigeria launched one of the largest integrated vaccination campaigns in its history in a two-phase approach which started October 2025. During this landmark campaign, Nigeria, a focus country of HCE Coalition, also completed the first pilot of the Nigeria Collaborative Action Strategy (N-CAS) in select subnational regions, marking a turning point in health system strengthening. Leveraging the national campaign, the N-CAS was piloted in three states—Kano, Oyo, and Yobe—providing the first opportunity to integrate malaria and Neglected Tropical Disease (NTD) interventions with measles, rubella and polio campaigns. New Evidence for Campaign Integration: Cost Analysis in Nigeria
October 8, 2025
HCE Coalition members published a study from Nigeria in the journal PLOS One showing that adding Vitamin A supplementation to an existing seasonal malaria chemoprevention campaign increased costs by only US$0.24 per child—a small incremental cost for delivering two high-impact interventions together. This reinforces CAS Recommendation 1b (Identify campaigns and domains for collaboration and integration) by demonstrating the practical value of layering services onto established delivery platforms. During the final Coalition Leadership Team meeting of 2025, the CAS Focal Points for Ethiopia and Nigeria shared their integrated campaign impact stories. These presentations covered the planning and implementation of their CAS, highlighting successes, challenges encountered, and future plans. Presenters included Yonas Zula from the Ethiopia Federal Ministry of Health, and for Nigeria, Zaiya Abubakar Umar of the Federal Ministry of Health and Social Welfare (FMoHSW) alongside Dr. Adejoke Kolawole of the National Primary Health Care Development Agency (NPHCDA). Nigerian leadership also shared messages during the meeting from Dr. Muyi Aina, Executive Director of NPHCDA and Dr. Godwin Ntadom, Director of Public Health, FMoHSW.
Forecasting 2026
As we start the year, we’re excited for Ethiopia’s integrated campaign that began on January 10 in the Oromia Region, as well as for phase II of Nigeria’s integrated campaign that will take place in the state of Akwa Ibom in February—both campaigns are guided by the CAS.
Looking further down the road, we’ll be bringing together insights from the two-year CAS pilot phase and sharing what we’ve learned through our digital channels, webinars, conferences, and events—while offering a welcoming platform for practical tools, shared knowledge, and peer-to-peer learning to support more countries in adopting and applying CAS recommendations.
