HCE Coalition CAS MERLA Task Team (2024)
The purpose of the Collaborative Action Strategy (CAS) Monitoring, Evaluation, Learning and Adaptation (MERLA) Task Team is to inform the development of the: 1) CAS MERLA plan, including the Theory of Change (ToC) and approach to monitor CAS implementation and impact, and the proposed evaluation, research and learning questions; and 2) MERLA guidance for countries to define and measure improvements in campaign effectiveness. The MERLA Task Team is composed of individuals from organizations represented on the HCE Leadership Team, from each focus country, and MERLA subject matter experts from other Coalition partner organizations.
HCE Coalition Campaign Digitization Work Group (2022-present)
The Campaign Digitization Work Group (CDWG) was established as part of the Health Campaign Effectiveness (HCE) Coalition in 2022, after members of the Coalition elected to organize around identifying, defining, and delivering outputs related to campaign digitization. The group has evolved to function as a community of practice, comprising actors in digital health, health system strengthening, primary healthcare, and health campaign programs that address immunizations, polio eradication, malaria, neglected tropical diseases, and Vitamin A supplementation. The CDWG exists to share knowledge and learnings on campaign digitization initiatives; to review and provide interdisciplinary feedback on outputs and resources that members of the workgroup or members of other campaign digitization communities are developing; to support dissemination of finalized outputs and resources to relevant audiences beyond the workgroup and, where possible, accelerate the adoption and use of those resources; and to facilitate connections between workgroup members, fostering opportunities for collaboration and coordination.
Foundational Design, Research and Advisory Teams:
HCE Coalition Collaborative Action Strategy (CAS) Task Teams (2023)
In 2023, four Task Teams composed of 55 Coalition members representing 21 partner organizations and ministries of health convened to co-develop the CAS. The Task Teams focused on health campaign Planning & Implementation, Monitoring, Evaluation, Learning and Adaptation (MERLA), Financing, and Political Commitment & Leadership. The CAS seeks to guide partners toward a future state where programs collaborate effectively with each other and with corresponding health services to maximize the impact of campaigns on health outcomes, and ultimately aims to catalyze stronger, more resilient country-led health systems in the long-term.
HCE Coalition Campaign Integration Work Group (2020-2023)
From 2020-2023, the Campaign Integration Work Group (CIWG) explored whether and how health campaigns can be integrated, either through co‐delivery of interventions or through collaboration between partners at various stages. CIWG members guided implementation research in several countries, serving as thought leaders in all phases of activities. The CIWG focused on identifying learning needs of campaign programs, sharing experiences and resources on campaign integration, and identifying potential countries to engage and prioritize research proposals. CIWG members helped select initial implementation research opportunities and helped advise country officials, stakeholders and in‐country research partners on emerging technical and operational issues, contributed to the synthesis of country research results, and made recommendations for scale‐up and sustainability of campaign integration efforts.
HCE Coalition Scientific and Technical Advisory Committee (2020-2023)
From 2020 until 2023, the Scientific and Technical Advisory Committee (STAC) developed the HCE Coalition Research and Learning Agenda, and vetted promising practices, tools, approaches, and research findings generated by Coalition members and their affiliated organizations. The STAC prepared actionable recommendations for the HCE Coalition Leadership Team, advised approaches for cross-cutting campaign learning and systems change, and translated findings into programmatic action.
HCE Coalition Case Study and Implementation Research Awardees (2020-2022)
The first three years of the HCE Coalition focused on an implementation research (IR) portfolio to learn promising practices in campaign effectiveness. The Coalition program office supported 28 IR case studies and projects in 15 countries that examined integrated health campaigns, campaigns transitioning to primary health care, and the broader campaign ecosystem in the context of the COVID-19 pandemic. Ten promising practices for integrated health campaigns were identified, with particular emphasis on campaign planning.
HCE Coalition Design Team (2020)
In 2020, Task Force for Global Health (TFGH) convened 12 thought leaders from a range of leading multilateral, bilateral and national global health organizations to advise on the design of the HCE Coalition. The Design Team provided input on the purpose, vision, and goals of the emerging Coalition; shared examples of existing work and member organizational goals that aligned with HCE Coalition goals; and helped develop the Coalition’s structure and governance framework, identifying key stakeholders and organizational partners.
