The CAS: Collaborative Action Strategy for Health Campaign Effectiveness

The HCE Coalition recognized that, to make real progress toward strengthening health campaigns and primary health care systems, it is imperative to transition its research findings, learnings and the collective strengths of its partners into practice. 

In order to do this, the HCE Coalition Leadership Team and Program Office led an inclusive co-creation process in 2023 to develop an actionable 5-year strategy for transformative change.  

The resulting Collaborative Action Strategy (CAS) for Health Campaign Effectiveness is a first of its kind commitment – co-designed by more than 50 cross-domain partners at the global, regional and country levels – to plan, implement, evaluate and finance campaigns in a fundamentally different way. The HCE Leadership Team and Program Office leveraged the expertise and experience of these partners, including countries already invested in reducing health campaign fragmentation, to shape the strategy.

The CAS provides ministries of health and their global funding and implementing partners with a practical and customizable framework to improve health campaign effectiveness, boosting health systems, outcomes and equity. Its 12 recommendations are aligned with the three primary stages of the health campaign lifecycle: Planning & Implementation; Monitoring, Evaluation, Research, Learning and Adaptation (MERLA); and Financing.

In early 2024, Ethiopia and Nigeria decided to lead and coordinate a collaborative, multistakeholder process to adapt and implement the CAS, becoming the first countries to do so. The HCE Leadership Team is deeply committed to ensuring that their own organizations make the strategic and operational changes necessary for the CAS to succeed in Ethiopia, Nigeria and in other countries opting to implement it in the coming years. .

Over the next several years, supporting the implementation of the CAS in Ethiopia and Nigeria, sharing learnings from their experiences with the broader health campaign community, and harnessing those learnings to adapt and scale the CAS in partnership with additional countries, will remain at the center of the HCE Coalition’s efforts to catalyze high-quality, high-impact campaigns around the world.
