Health campaigns deliver life-saving vaccines and treatments to millions of people around the world. Yet for years, campaign success has largely been measured by one metric: coverage. While coverage tells us how many people were reached, it doesn’t tell the full story of whether a campaign reached the right populations, used resources wisely, or earned community trust. The Framework for Measuring Health Campaign Effectiveness provides Ministries of Health and partners with a practical, user-friendly guide to take a broader approach—one that measures acceptance, access, efficiency, and equity alongside coverage. By measuring what matters, we can design more effective and equitable campaigns while strengthening health systems for the future.
