Glossary Term: Service Delivery

An immediate output of inputs placed into a health system, such as health workforce, procurement, supplies and finances.


The World Health Organization (WHO)’s Toolkit on Monitoring Health Systems Strengthening Service Delivery defines service delivery as “an immediate output of inputs placed into a health system, such as health workforce, procurement, supplies and finances.” The chapter containing this definition (the introduction) contextualizes the term and establishes the goal of exploring the monitoring of service delivery, specifically physical access to services, in the toolkit. The toolkit as a whole details sources of information, such as facility reporting systems or facility surveys; indicators, such as service availability or service capacity; and investments to improve data availability and quality.
