The Coalition uses Enrique and Marta Burches’s “Efficacy, Effectiveness and Efficiency in the Health Care: The Need for an Agreement to Clarify Its Meaning,” to define efficiency as
“the ability of campaign-delivered interventions to achieve higher levels of performance (coverage, quality, or equity) relative to the inputs (resources, time, money).” The article strives to define efficiency in a scientific/ health care context. According to them, in order to achieve efficiency in health fields, there must first be a consensus on what efficiency truly means. Enrique Burches holds an MD and a PhD; Marta Burches holds an MD. Burches et al.’s definition draws from Palmer and Torgerson’s “Definitions of efficiency.”
