What we've learned

The Collaborative Action Strategy pilot in Ethiopia and Nigeria demonstrates proof of concept: integrated campaigns delivered strong efficiency gains, maintained or improved coverage, and catalyzed governance and data-system reforms, while financing and institutionalization remain the primary constraints to scale.
